The Townhall had been called by the board of directors of The Substation after a month-long back-and-forth involving the institution, the National Arts Council (NAC) and the community concerning the future of The Substation at its current premises, 45 Armenian Street. The proceedings took on a civil tone, under the watchful moderation of Drama Box artistic director Kok Heng Leun and former Substation artistic co-director Audrey Wong.
